Shiwani Sagar
RCIC
Marketing in One’s Immigration Practice and requirement to ensure Compliance with CICC Regulations and Essential Competencies
Shiwani Sagar is an RCIC-IRB, post-secondary instructor, and marketing professional whose experience spans immigration law, international student advising, digital marketing, and adult education. She is also a Commissioner for Taking Affidavits in Ontario, reflecting her commitment to professionalism, ethics, and public service.
Shiwani currently works at the University of Niagara Falls Canada, supporting international students through immigration and academic transitions, while also operating an active immigration practice advising clients on temporary and permanent residence pathways. As an RCIC-IRB, she is authorized to represent clients before the Immigration and Refugee Board of Canada and is passionate about helping newcomers navigate complex systems with clarity, confidence, and dignity. She also volunteers with community organizations focused on settlement, mentorship, and digital literacy for newcomers and immigrant women.
Prior to immigration consulting, Shiwani worked as a Digital Marketing Expert at Meta, supporting small and medium-sized businesses with digital advertising and social media strategies. She has since led marketing initiatives across multiple industries, bringing hands-on expertise in ethical marketing, audience engagement, and business development that directly informs her approach to practice-building in a regulated profession.
Alongside her consulting and advising work, Shiwani is a passionate educator who has taught adult learners in both live-online and in-person post-secondary settings. At GeorgianILAC College, she designed and delivered professional development training for instructors on integrating AI tools into educational environments. Her teaching philosophy centres on practical, engaging instruction that bridges theory and real-world application while preparing learners to navigate professional responsibility with confidence.
Ruby Salahid

Accounting in One’s Immigration Practice and requirement to ensure Compliance with CICC Regulations and Essential Competencies
Ruby Salahid is a dedicated professional with experience in both accounting and immigration law.
She finished her bachelor’s degree in management accounting in the Philippines in 2007, and her BS Accountancy in 2009. She worked as a business tax assessor from 2007 to 2011, and as a Certified Public Accountant/ business tax reviewer from 2011 to 2018.
In January 2019, she immigrated to Canada through the Express Entry Program. She was able to secure a position as an immigration assistant/caseworker for a prominent immigration firm in
Calgary, gaining valuable experience over five years.
Committed to advancing her career, she completed her Graduate Diploma in Citizenship and Immigration Law (GDipICL) at Queen’s University in 2023. And, after successfully passing the Entry-to-Practice Exam, became a a Regulated Canadian Immigration Consultant (RCIC) with an advanced license class authorizing them to represent clients in hearings, appeals, and detention reviews before the Immigration and Refugee Board of Canada (IRB). (RCIC-IRB) in January 2024.
Currently, she is the proud owner of RAYYS Immigration Services Ltd. located in Calgary,
Alberta. She takes pride in providing personalized and reliable services to her local and
international clients, guiding them every step of their immigration journey.
Hjalmar Leon
RCIC-IRB
New CICC Regulations – Administrative and Monetary Penalties – Application and Implications for RCICs and RISIAs
Hjalmar received a Bachelor of Laws degree from the University of Los Andes in South America, a Master of Business Administration in Global Management from the University of Phoenix in 2000, and a Professional Specialization in Public Sector Management from the University of Victoria. He also graduated from Ashton College with a diploma in Immigration Consulting.
Hjalmar's immigration consulting practice focuses on temporary residence applications and family sponsorship programs. In addition to his immigration practice, he has also represented individuals and corporations in administrative matters.
Hjalmar is fully fluent in Spanish. He is also a collaborator and an active board member for several non-profit organizations in the province of British Columbia.
