The October 23, 2025 Immigration Practitioner Centre Continuing Professional Development Seminar is the second in the 2025 series on Economic and Provincial Nominee Programs.

This seminar provides overviews, updates, and trends on Federal Economic Programs and Provincial Nominee Immigration Programs. Two additional seminars on these topics are scheduled for 2026.

Ankita Goyal

Ankita is a dynamic and accomplished RCIC-IRB with much knowledge in immigration law and policies. Holding a master's degree in computer science, a master's degree in Entrepreneurship (Valedictorian) from Panjab University, and a Certificate in Immigration: Law, Policies, and Procedures (Valedictorian) from The University of British Columbia, Ankita has demonstrated an exceptional level of expertise and dedication to the field of immigration law.

Ankita serves as the Managing Director of Immigracia Visa Consulting Inc. Her commitment to excellence, passion for assisting individuals and families in achieving their immigration goals, and her adeptness in analyzing complex legal and regulatory matters, combined with a profound understanding of the intricacies of the immigration process, make her an invaluable asset to her clients.

As a member of the College of Immigration and Citizenship Consultants (CICC), she is also licensed to appear and represent before the Immigration and Refugee Board (IRB), is a Commissioner for Taking Affidavits in British Columbia, and a licensed immigration consultant for the Province of Saskatchewan, Ankita’s commitment to diversity, equity, and inclusion is evident in every facet of her work.

Katie Laughlin

British Columbia Provincial Nominee Program: Overview, Updates, and Trends 

Katie Laughlin brings a strong background in immigration and relocation, recruitment, and event management, giving her a clear understanding of the challenges involved in moving people from point A to point B.

Her approach is rooted in candour, attention to detail, and open, consistent communication.

Katie is passionate about the opportunities immigration creates—whether it’s reuniting families, building diverse workforces, launching new business ventures, or sharing knowledge that contributes to Canada’s economy and communities. She finds it both meaningful and exciting to be part of this work.

Her dedication lies in helping employers and employees craft immigration strategies that are both time- and cost-effective. She is known for managing details with professionalism and precision to achieve results that meet everyone’s goals.

A Regulated Canadian Immigration Consultant (RCIC) since 2015, Katie also brings valuable experience from her previous roles in human resources and recruitment, where she navigated the complexities of the Canadian immigration system firsthand.

She holds a Certificate in Immigration: Laws, Policies and Procedures from the University of British Columbia, a Human Resources Management Certificate from the British Columbia Institute of Technology, and a Bachelor of Arts in Communication from Simon Fraser University.

Provincial Nominee Programs – Non-Business Streams
Mohamed Negmeldin is a seasoned Regulated Canadian Immigration Consultant (RCIC) with an L3 RCIC-IRB license, leading a dedicated team committed to providing transparent and client-focused immigration solutions.

With over 20 years of diverse experience in pharmacy, sales, marketing, and regional management, Mohamed brings a wealth of knowledge and expertise to the field of immigration law.

Mohamed has been licensed by the Government of Saskatchewan since April 2020, representing clients across all immigration matters within the province.

In 2019, Mohamed founded Multidimensional Immigration Consultancy Corp. (MDIC), his own immigration firm, which has seen steady growth and success, a testament to his unwavering commitment to excellence.

At MDIC, Mohamed leads his team in meticulously preparing immigration applications, ensuring strict compliance with all laws, regulations, and policies. His expertise serves a wide range of clients, including entrepreneurs, corporations, families seeking sponsorships, skilled workers, students applying for study permits, and individuals navigating refusals and appeals.

In addition to his hands-on work, Mohamed is a strong advocate for fostering collaboration among fellow RCICs, believing that a united industry benefits clients by elevating the overall quality of professional services. 

Phil Mooney

RCIC 

Provincial Nominee Programs – Business Streams
Phil Mooney is a Regulated Canadian Immigration Consultant (RCIC) with over 22-years’ immigration industry experience, after having spent more than 30 years in the corporate world. He has worked successfully on all types of business immigration cases over the years and currently acts as co-counsel to dozens of Authorized Representatives, helping them qualify candidates, select the best Program for their clients and helps them deal with government departments on their clients’ behalf.

In his career, he participated in the development of the initial Professional Skills Exam for consultants, attended meetings as a Subject Matter Expert, was a member of the Canadian Border Services Advisory Committee (CBSAC), and regularly met with senior government officials to discuss immigration issues. He was also the first CEO of the regulatory body (ICCRC) after being instrumental in preparing the successful bid to replace CSIC.

Phil is a member of the Canadian Association of Professional Immigration Consultants (CAPIC)— the largest group of consultants dedicated to educating immigration consultants and lobbying Immigration, Refugees and Citizenship Canada (IRCC) on issues of concern to both immigrants and consultants.

He served as CAPIC president for over three years, speaks regularly to graduating students of immigration practitioner programs, and presents briefs before parliamentary committees on issues of concern.

Phil lives in Burlington, Ontario, Canada with his wife, and is the proud father of two sons and grandfather of five. He is the son and husband of immigrants, and as a former corporate executive, has traveled extensively around the world.
