Explore complex and consequential topics in the September 11, 2025 Immigration Practitioner Centre Continuing Professional Development seminar, “Inadmissibilities and Remedies – Part One.”

This is the first CPD seminar of the 2025–2026 CICC Annual Annual Reporting Period to focus specifically on Inadmissibilities and Remedies in Canadian immigration law.

This seminar features three presenters who provide critical Overviews and Updates on the following key areas:

  • Al Parsai, RCIC-IRB: Inadmissibilities for Human and International Rights Violations – Overview and Updates
  • Gabriel Chand, Lawyer: Inadmissibilities for Criminality – Overview and Updates; Criminal Rehabilitation as a Remedy
  • Steven Meurrens, Lawyer: Inadmissibilities related to National Security, Organized Crime, Health Grounds, and Misrepresentation – Overview and Updates

This is the first instalment in a two-part series on Inadmissibilities and Remedies. Part two is scheduled for release in 2026.

MEET THE SPEAKERS

Steven Meurrens 

Lawyer 

Inadmissibilities for Security, Organized Crime, Health Grounds, and Misrepresentation 

Steven Meurrens is a Vancouver-based Canadian immigration lawyer who advises clients on all Canadian immigration and citizenship issues.

He has significant experience representing corporate and individual clients in obtaining visas and permits for many business-related purposes, including, but not limited to, Labour Market Impact Assessments, intracompany transfers, international trade agreements, specialty business visits, and transitioning from temporary to permanent resident under numerous federal economic streams.

His corporate clients include businesses engaged in mining, telecommunications, construction, hospitality, and technology start-ups.

He also has an active practice assisting people who have been denied entry to Canada and to those who have had visa applications refused as well as had numerous appearances before the Immigration and Refugee Board and the Federal Court of Canada.

Outside of his practice, Steven is the is a co-host of the Borderlines Podcast, a Canadian immigration law podcast consisting of in-depth interviews with past guests including John McCallum, Chris Alexander, Lorne Sossin, Marshal Rothstein, Robert Tibbo and David Eby. 

Gabriel Chand 

Lawyer 

Inadmissibility for Criminality and Criminal Rehabilitation

Gabriel Chand founded Chand & Company Law Corporation in 2007.
He has appeared before all of the divisions of the Immigration and Refugee Board, the Federal Court of Canada, the British Columbia Provincial Court, the British Columbia Supreme Court, and the British Columbia Court of Appeal. Gabriel has also appeared as lead counsel in proceedings before the Supreme Court of Canada.

Gabriel was an instructor at the University of British Columbia for over 20 years, and he served as a public representative on the Discipline Committee of the Canadian Society of Immigration Consultants (CSIS), the Immigration Consultants of Canada Regulatory Committee (ICCRC), and the College of Immigration and Citizenship Consultants (CICC) for over 15 years.

Gabriel currently represents many Canadian companies in addressing their labour needs by assisting skilled foreign workers into Canada. He is an advocate for human rights and justice, is devoted to assisting families reunite in Canada, is committed to preserving the liberty interests of migrants in Canada, and works tirelessly to assist people in need of protection.  

Al Parsai

Inadmissibility for Human and International Rights Violations
Al Parsai is a Regulated Canadian Immigration Consultant. He runs a successful business in downtown Toronto, Ontario, with many employees.


Al is also the author of "88 Tips on Immigration to Canada." As a member of the College of Immigration and Citizenship Consultants and the Canadian Association of Professional Immigration Consultants, Al has represented hundreds of applicants from more than 35 countries to the Canadian immigration authorities.

He has extensive experience as an author, trainer, and public speaker.

Over the past 20 years, Al has written ten books and hundreds of articles and has delivered numerous courses, workshops, and speeches in four different countries.
